Domestic Gas Sale Prices and Minimum Charges (Effective July 1, 2025)

Domestic Gas Prices Pakistan OGRA issued its latest gas tariff notification on June 29, 2025.

The new rates apply to domestic consumers, religious places, hostels, and government institutions. Below is a clear breakdown of the protected and non-protected categories, fixed charges, and minimum bills.

Gas Tariff for Domestic Consumers with Standalone Meters

Domestic users can be categorised into two main groups: protected and non-protected. Each group has its own slab system, rates per MMBTU, and fixed charges.

Protected Category – Affordable Slabs for Low Usage

This category supports low-income and small consumers. To qualify, the household’s average winter consumption (November–February) must remain at or below 0.9 hm³ per month.

Slab-wise gas prices (per MMBTU):

  • Up to 0.25 hm³ → Rs. 200
  • Up to 0.5 hm³ → Rs. 250
  • Up to 0.6 hm³ → Rs. 300
  • Up to 0.9 hm³ → Rs. 350

Additional charges:

  • Fixed charge → Rs. 600
  • Meter rent → Rs. 40

Minimum bill: Always calculated at the first tariff slab.

Non-Protected Category – Higher Tariffs for Larger Users

This category includes all other domestic consumers who cross the protected threshold. The rates rise with usage, encouraging households to conserve gas.

Slab-wise gas prices (per MMBTU):

  • Up to 0.25 hm³ → Rs. 500
  • Up to 0.6 hm³ → Rs. 850
  • Up to 1 hm³ → Rs. 1,250
  • Up to 1.5 hm³ → Rs. 1,450
  • Up to 2 hm³ → Rs. 1,900
  • Up to 3 hm³ → Rs. 3,300
  • Up to 4 hm³ → Rs. 3,800
  • Above 4 hm³ → Rs. 4,200

Additional charges:

  • Fixed charge → Rs. 1,500 (for up to 1.5 hm³)
  • Fixed charge → Rs. 3,000 (for above 1.5 hm³)
  • Meter rent → Rs. 40

Minimum bill: Also calculated at the first slab of this category.

Important Note on Slabs

Each domestic consumer is entitled to one preceding slab benefit. However, this benefit does not apply to consumers using more than 4 hm³ per month.

Tariffs for Religious Places and Hostels

The same slab structure applies to:

  • Mosques, churches, temples, madrassas, and other religious sites
  • Hostels attached to these institutions

These users enjoy the same protected and non-protected slab benefits as domestic households.

Tariffs for Government and Semi-Government Institutions

This category encompasses offices, hospitals, clinics, maternity homes, guesthouses, armed forces messes, langars, universities, colleges, schools, orphanages, and charitable institutions. It also includes residential colonies with bulk meters.

  • Flat Rate: Rs. 3,175 per MMBTU
  • Minimum Monthly Charge: Rs. 3,900
  • Captive Power Use: Rs. 3,500 per MMBTU
